I just checked and the rifleman perks increase the damage on a plasma rifle with the flamer mod. I suppose it might depend on what attachments you have on it. So I've been told that the vendor at watoga Shopping Plaza (Vendor Phoenix) and the vendor at the Watoga Station can both have a very low chance to have the Enclave Plasma Flamer Aligned Barrel Mod.
